Student Access Guarantee

What is the Student Access Guarantee?

The Ministry of Training Colleges and Universities (MTCU) and Ontario's provincially assisted universities and colleges are partnering to support access to postsecondary education.


In March of 2006, the Ministry ended a two-year tuition freeze and announced a new Tuition Framework. Postsecondary institutions are now required to participate in the Student Access Guarantee (SAG) that states:

  • No qualified Ontario student should be prevented from attending Ontario's public colleges and universities due to lack of financial support programs.
  • Students in need should have access to the resources they need for their tuition, mandatory fees, books and supplies fees.

(There is an expectation the student and where applicable his or her family will participate in financing post-secondary education. Should additional financial support be needed the student must apply for the Ontario Student Assistance Program first)

All OSAP students must ensure that their MSFAA, List of Other Documents page, and Signature pages are submitted prior to October 31, 2013 in order to be assessed for the Student Access Guarantee Program. For information on what these 3 documents are please visit Step 2-3b here.

Not all OSAP recipients are eligible for a SAG grant. Only recipients will be emailed in December when the first installment of their grant is disbursed.  

Eligibility Requirements:

·  An Ontario resident who has applied and been assessed for OSAP funding this year

·  A Full time undergraduate or graduate students officially enrolled in a minimum 3 billing units per term (or 2 billing units per term for students with a permanent disability) in a program of study at the university. 

·  A cumulative GPA of 1.67 or better

·  Billed fees are greater than $5,524 or $6,534 for co-op per year ($2762 or $3267 for coop programs per term) and book costs are greater than $ 1,122 ($561 per term)

Important for Continued Eligibility!

Scholarships, work study earnings (between terms and while attending classes), bursaries and/or awards you received will reduce your Student Access Guarantee funding.

Students who reduce their course load should consult with Student Financial Assistance to discuss their continued SAG eligibility.

Students with a suspended or required to withdraw status after Fall term will automatically be disqualified for any remaining grant payments.

*Continuing Education students do not qualify for the Student Access Guarantee grant

How Do I Apply?


Step OneApply
Apply for OSAP opens new window to determine your unmet need and ensure that all supporting documentation is submitted prior to Oct 31, 2013.

(It is recommended that you apply and provide all supporting documentation to process your OSAP application by mid July.)

Step Two Notification
December 14, 2013 all SAG recipients will be notified by email of their first grant installment.
Step Three Instalments
You will receive 50% of the Ryerson Bursary funds by December 13, 2013. The balance of the award (remaining 50%) will be deposited to your RAMSS Student Account by February 14, 2014.

IMPORTANT
If you are a Graduate student who received a SAG this year, your final disbursement will be deposited to your RAMSS Student Account by May 16, 2014 if you maintain the eligibility requirements.
