In addition to a Ph.D. in Higher Education from the University of Toronto, Peter Constantinou holds a BA (Specialized Honours) in Public Policy and Administration from York University, and an MA in Public Policy and Administration from McMaster University. His doctoral dissertation was a landmark study of government relations in the post-secondary education sector in Ontario.

Dr. Constantinou is one of Canada’s leading public policy practitioner-academics. He is a long-time public servant who has worked at the federal and provincial levels of government and in the college and university sector as:  a Research Analyst with the Royal Commission on Electoral Reform and Party Financing; a Policy Analyst, Senior Policy Advisor and Senior International Trade Advisor with the Ontario Ministry of Environment and Energy; a Chief of Staff and Executive Assistant to the Ontario Minister of Education and Training; and as  Director of Government Relations at Seneca College.”

For almost 20 years, Dr. Constantinou has been very active in teaching and research in the area of public policy and administration. He is a member of the part-time faculty in the public policy and administration programs at Ryerson University and York University, where he teaches policy analysis, program evaluation, public-sector financial management, and other courses in public administration. Dr. Constantinou is also a member of the part-time faculty at the management program at the University of Toronto Scarborough, where he teaches public-sector management and budgeting, business-government relations, and management ethics. He is adjunct professor at the Schulich School of Business, the University of Salzburg Business School and the Asian Business Management Program at York University, teaches with the First Nation Technical Institute, and delivers training as part of the master’s certificate in municipal management at the University of Ontario Institute of Technology.

In addition to this Canadian activity, Dr. Constantinou does a considerable amount of lecturing, consulting, and training internationally, and he has worked with the Chinese government to develop a model ethical code of conduct for public-sector employees and diplomats and the Chinese Meteorological Society to develop a model for evaluating meteorological services for the 2008 Olympics in Beijing.

Prior to joining Seneca, Dr. Constantinou was Special Advisor to the President of the University of Ontario Institute of Technology (UOIT), where he was key to securing approvals and $60 million in funding for the establishment of the University. Prior to working in the Office of the President, Dr. Constantinou was Director of International Projects at Durham College.

Dr. Constantinou is a member of the Board of the Canadian Society for the Study of Higher Education, and on a number of steering committees related to government-funded applied research projects. He was one of the founding organizers of the Greater Toronto Region Economic Summit held on May 7, 2009, and has recently joined the Board of Canada’s National Ballet School.

Peter Constantinou has published widely on numerous topics related to public policy issues in general and post-secondary issues in particular.  Peter is currently working on two books:  Lobbying for Colleges and Universities in Canada: An Insider’s Guide to Government Relations and How to Prepare Briefing Notes for Government: An Insider’s Guide, the latter with the Institute for Public Administration of Canada (IPAC).
