Internationally Educated Engineers Qualification Bridging (IEEQB) Program

Offered in collaboration with Professional Engineers Ontario (PEO) (external link, opens in new window) , the IEEQB program provides internationally educated engineers with an opportunity to meet the academic requirements for professional engineering (PEng) licensure in Ontario. A PEng gives you a competitive advantage. As per the PEO, the licence demonstrates that you have met a rigorous educational standard; been through a demanding, hands-on work experience process; and are obliged to adhere to a strict code of ethics that puts the public interest first. A PEng is required by law to undertake and assume responsibility for engineering work in Ontario.

Before You Apply

Before applying to Toronto Metropolitan University’s IEEQB program, you must first apply to PEO for a Professional Engineer (PEng) licence in accordance with PEO's Licensing Guide for Application for Licence (external link) . Your application will be reviewed by the PEO's academic requirements committee to determine whether you have met the academic requirements prescribed for licensure.

If you do not meet the academic requirements, PEO will give you the option to write exams to demonstrate that you have the equivalent knowledge. You may then present PEO's confirmatory examination program letter to Toronto Metropolitan University for consideration and enrolment in the IEEQB Program.

Submit Documents

To apply, submit the following documents to the IEEQB program office at ieeqb@torontomu.ca (see deadlines below):

  •  (google form) IEEQB Program Application Form  (external link) (please be advised that applications sent by mail will not be processed).
  • The PEO's academic requirements committee review letter and the confirmatory examination program requirements letter (copies are acceptable)
  • Original transcript and graduation document for your bachelor of engineering degree (copies are acceptable)
  • Updated CV or resume 


As an IEEQB program participant, you may choose to start your personalized plan of study in the fall, winter, or spring/summer semesters. The deadlines to submit the application package (i.e., application form and supporting documents) are March 15 for the spring/summer semester, July 15 for the fall semester, and November 15 for the winter semester.

The passing grade in each of the required courses is C- (60-62%). If you do not achieve a minimum passing grade of C- in the Principles of Engineering Economics course or in any of the required engineering courses, you may be given the opportunity to write a supplemental exam in the particular course.

You may only write one supplemental exam throughout the course of the IEEQB program. Failure to achieve a C- grade after the supplemental exam or failing a subsequent course will result in being withdrawn from the IEEQB program. The PEO will not allow you to enrol in the IEEQB program for a second time. If you have been withdrawn from the program and you still wish to apply for licensure, you must then complete the PEO's confirmatory examination program by writing technical examinations in order to meet PEO's academic requirements.

If you successfully complete the IEEQB program, you will receive a letter from the dean of the Faculty of Engineering and Architectural Science verifying your successful completion of the program and a certificate of completion from the G. Raymond Chang School of Continuing Education.

You may request that the university forward a copy of the dean’s letter together with transcripts directly to PEO. Upon receipt of these documents, you will be deemed to have met the PEO’s academic requirement and will have fulfilled this important stage towards licensure.

No. Photocopies are acceptable.

There is no application fee. However, should your application be successful, you will be required to pay a $45 processing fee when you complete your personal study plan.

You must have received a bachelor's degree in an engineering discipline from an engineering program recognized by the Canadian Engineering Qualification Board (CEQB).

The course load will vary depending on the engineering discipline and the applicant. To participate, you must complete between six and nine courses over a minimum period of 12 months.

No. As an IEEQB participant, you must successfully complete all the Toronto Metropolitan University courses deemed equivalent to the three confirmatory technical exams and the engineering economics exam at the PEO, in addition to the two complementary courses and any required English language courses.

No. Courses are scheduled during the day (8 a.m. – 6 p.m.) from Monday to Friday.

Tuition fees for IEEQB participants are the same as those charged to engineering students at Toronto Metropolitan University. View fees information.

Yes. As an IEEQB participant, you are eligible to apply for the Ontario Student Assistance Program (OSAP). However, you must be enrolled in a minimum of three courses per semester in order to qualify for assistance. IEEQB participants may choose to enroll in a language elective course through The Chang School in order to increase their course load. If you choose to do so, you must inform the IEEQB office to add these language courses to your personalized study plan.
