Subject: Important Residence Application Update for Fall 2021 

Dear Applicant,

Thank you for your interest in residence at Ryerson - we can’t wait to meet you!  With the first round of offers right around the corner, we are following up to provide you with updates regarding residence this Fall. The Housing and Residence Life team is working very hard to provide a safe and supportive community where students can live and learn.

Vaccination Requirement for Residence Students

As part of our commitment to maintaining a safe and healthy residence community, Ryerson University will require students living in residence for 2021/2022 to have received a World Health Organization approved COVID-19 vaccine, external link. Vaccines have been recognized by public health authorities as a safe and effective way to protect you and those around you from serious illness, external link due to COVID-19. This new requirement is supported by google doclocal public health authorities, external link and will help us to provide an engaged and safe residence experience for incoming students.

This requirement is specific to students in residence because of the nature of communal living, the high volume of cases and incidence rates among young populations, and to foster a welcoming and engaging community for you on our campus where you can learn and thrive. This measure is necessary to support students’ safety, growth and development, Ryerson’s mandate and commitments surrounding applied knowledge and research to address existing and emerging society needs, and to prevent and mitigate outbreaks and disruptions during the 2021-2022 academic year. 

All students moving into residence will be required to have their first dose of a vaccine prior to their move in date. We recommend that students obtain their first dose at least 14 days prior to moving into residence. 

The COVID-19 vaccine is free for everyone in Ontario.  Students in Ontario, including international students, may visit the Ontario government’s Vaccine Appointment site, external link to book an appointment for their first or second shot as applicable.  It is recommended that students who will be living in residence but are abroad obtain vaccines approved by the World Health Organization, external link and, where possible, a vaccine that will enable students to be fully vaccinated prior to coming to Canada.  Please speak to your local health care provider for any questions you may have around the vaccine.

Any students applying to residence who cannot be vaccinated on medical or other grounds recognized by the Ontario Human Rights Code may request an accommodation via our Residence Accessible Accommodations Request (RAAR) process. 

Students in residence who cannot get vaccinated before moving in will have two weeks following their move-in date to get vaccinated. Students who are not fully vaccinated may be subject to additional public health restrictions. Students arriving from outside Canada will be required to meet current government quarantine requirements before moving into residence.  We will provide information over the summer about how and where students can get their vaccine, should you have not been able to do so yet.

Verification of Vaccination Status

Ryerson University is committed to the protection of privacy and is required to comply with the Freedom of Information and Protection of Privacy Act. All personal information that you provide, including information about being vaccinated, will be collected, used and stored in compliance with the University’s obligations under this Act. 

Additional information about how to confirm vaccination will be sent to you by email in the next few weeks. In the meantime, please be sure to keep all emails, receipts or records you receive confirming that you have been vaccinated.

Residence Offers 

A reminder, we will be sending out the first round of offers on June 18. As Ontario opens up and the University plans more in person activities for Fall 2021, living in residence will provide students with academic and community support and connections as they transition to university life no matter their faculty/program delivery model.

Our expectation is that all students who accept an offer to live in residence will maintain that commitment regardless of the delivery format for their program. Please note, the University is actively planning for a return to in-person academic delivery in Winter 2022, pending current public health guidelines.  The residence contract standard withdrawal policy will be upheld for the 21-22 academic year.  If upon receiving this update, you are no longer interested in living in residence for the 21-22 academic year, please complete this google formform, external link. We will be refunding the $50 application fee for students who cancel their application by June 17, 2021

Housing and Residence Life is excited to welcome you to our community.  Our team is committed to offering programming and support that promote community engagement, academic success and health and wellbeing during this time.  We want you to make informed decisions that support your learning and personal success.  We will be providing regular updates on how you can prepare for living in residence and what to expect in the Fall.

Health and Safety Protocols in Residence

To help reduce the spread of COVID-19, some modifications to residence operations have been made to adhere to the public health guidelines, and to promote the health and safety of our community. The following health and safety measures are currently in place for fall: 

  • Faces mask are required in all common spaces in residence
  • Regular self-assessment for COVID-19 symptoms 
  • Capacity limits in common spaces, laundry areas, elevators, etc 
  • Closure of some common spaces depending on provincial regulations and public health guidance.  
  • Limits on in-person dining 
  • No guest policy for all residences

We will continue to monitor Public Health guidelines and modify or introduce measures to maintain the safety and promote a more engaged residence experience.

Quarantine requirements for Students coming to or returning to campus

The Government of Canada has outlined the requirements for Mandatory Quarantine for Travellers , external linkto Canada. To slow the spread of COVID-19, the Canadian government has put in place an emergency order , external linkunder the Quarantine Act. 

This applies to all travellers to Canada regardless of the country of origin or vaccination status. International students entering Canada must register with International Student Support on their arrival plans and quarantine plan. We will monitor and update you on any changes made by the Canadian government.

Toronto Public Health supports efforts to optimize vaccination rates among student populations for the return to in-person activities at post-secondary institutions.  Moreover, public health authorities support as necessary high two-dose vaccination coverage for students living in university residences and other congregate living settings.

Application Questions

All three buildings: The Daphne Cockwell Complex, International Learning Centre and Pitman Hall are open with reduced capacity to maintain the health and safety of students. For Fall/Winter 21-22, we are dramatically increasing capacity and choice of residence buildings compared to last year.  This means there will be increased choice in the room styles available. As the city’s emergency response and restrictions change, we may continue to increase capacity in our residences and room styles.

 

You can submit a roommate request after completing your residence application if you know someone you want to live with.

Last year we were only able to accommodate a ratio of 1:1 or one student per washroom according to Toronto Public Health guidelines and COVID-19 restrictions. However, with recent changes, we are allowing a larger ratio of students per washroom, with a maximum of 2 students per roommate group. Should anything change with regard to roommate groups and room assignments, we’ll be sure to update our applicants in a timely manner.

Changes in room occupancy will not affect rent or meal plan fees, as all our fees listed are per student. You do not need to pay extra to cover the cost of a vacant bedroom within your unit.

If you are assigned a room style that allows more than one person, please be prepared to welcome a roommate at any point during the school year.

As the initial application deadline has passed, submitted applications for the 2021-2022 year are hidden and only viewable by admin. Please do not be concerned if you cannot view your application if you have submitted it. If you need to make any changes to your application, please contact housing@ryerson.ca. You do not need to re-pay the $50 application fee - it is a one-time non-refundable payment. Making changes to your application will not affect your priority or your chances of receiving an offer of accommodation.

While on-time applications are considered to be applications submitted by June 8th, 2021, you can still apply to residence after this date. Late applications are still accepted, however your application will be added to the bottom of our waitlist and processed in chronological order.

Residence is not guaranteed. Highest priority is given to first-year students and students who live furthest away from Ryerson. Applications are not based on a ‘first-come, first-served’ basis as long as they are submitted by June 8th, and there is no minimum or maximum distance you must live in order to be eligible to apply and many individuals in the GTA or upper year students can also receive spots in residence.

Processing of applications is based on students’ year of study and distance away from Ryerson instead of the date they are submitted, as long as it’s submitted before the June 8th, 2021 deadline. A waitlist may be generated after the first round of offers if we are unable to provide offers to all of our applicants. Check Important Dates to see when rounds of offers are made.

The first round of offers will be sent out on June 18th, 2021, and on this date an update on offers of accommodation or waitlist positions will be sent to all students who submitted an application on or prior to the June 8th, 2021 deadline. There will be multiple rounds of offers throughout the summer for those who do not receive an offer in the first round.

The 2021-2022 residence period begins at the end of August 2021 and continues until the beginning of May 2022 (8 months). Unfortunately, students do not have the option to apply for just one semester at this time.

We continue accepting applications throughout the year as long as there is space available within our residence buildings. A Winter-only residence application may open up early November if there is space available. For more information on how you can apply please see our website under ‘How To Apply’. Any changes will be reflected on our website there.

We understand that due to the changing circumstances of COVID-19, students may decide to withdraw from residence early. Students remain financially responsible for their space in residence until another student takes over their space. Housing & Residence Life works diligently to minimize your ongoing financial responsibility, as new students move into residence. However, students can request a release from their financial responsibility on the grounds of academic, medical or compassionate reasons. Meal plans are mandatory as most room styles do not include a full kitchen for students to prepare their own meals in. The Pitman 4-5 bedroom apartment style room has greater meal plan options as it includes a kitchenette. The 2-bedroom and 4-bedroom apartments in the Daphne Cockwell Complex (DCC) also include snack prep areas (sink and refrigerator) allowing students to additionally have greater flexibility with their meal plan options.

The first installment is required to be paid upon acceptance of a residence offer. Housing and Residence Life will work with students to establish payment plans to address financial challenges as appropriate.

Our expectation is that all students who accept an offer to live in residence, accept independent of the delivery format for their program. The residence contract standard withdrawal policy will be upheld for the 21-22 academic year

If you change your mind about residence before receiving and accepting an offer, you can cancel your application. You will forfeit the non-refundable $50 application fee but you will not be financially responsible for a space in residence since you have not accepted an offer of accommodation.

After receiving and accepting an offer of accommodation, you become financially responsible for your space. You may still cancel your accommodation within 30 days of the official move-in date, August 29th, 2021. By doing this, you will receive a refund of your 1st installment only and will be released from the agreement.

After that however, within 30 days of the move-in date, you will be considered financially responsible for your space, and will need to follow the full Residence Withdrawal Process.

In exceptional circumstances, the $50 application fee is considered non-refundable, however you will be able to withdraw from residence and not be held financially responsible for your space if you are unable to come to Canada due to travel or other restrictions. We encourage international students to connect with our office as soon as possible if they have concerns about this.

We encourage you to check your email, review our important dates and see when our next round of offers go out. To help, we have added a section in the waiting list information guide to provide you with regular updates on our “available spaces” that may be offered in the next round. You may check this webpage from time to time as the number is updated. Please note you should only use this number as an estimate in determining when you may potentially receive an offer next.

To increase your chance of getting an offer you should consider modifying your room style preferences by emailing our team. In the email to housing@ryerson.ca, please include all room styles you would like to be considered for and rank each one from most preferred to least preferred. Be prepared to accept any room style you include in your preferences.

Housing and Residence Life programming will be provided within the Residence Halls. Students will have access to Residence Advisors who can support them in their transition into residence and first year. Additionally, the Academic Links are available to support students' academic success as they navigate online learning environments and the new demands of post-secondary education. 

In addition to online and virtual events, Housing and Residence Life will be providing limited, in person, optional, socially distanced programming for students to safely connect with other students within residence.

Students must always follow the Community Standards that set out clear expectations of acceptable behaviour within the residence community, as it relates to safety and COVID-19.

Avoid close contact and keep a distance of two metres (six feet) from others. Become aware of the symptoms of COVID-19, external link and steps you can take to prevent its spread.  We all have a collective responsibility to take appropriate measures to keep our residences safe. You have a responsibility to take actions that will protect you, your fellow residents, staff in our buildings, as well as families and friends in the broader community.  

Tips from Toronto Public Health to Prevent the Spread of COVID -19:

  • Limit non-essential trips out of your home
  • Keep two metres (six feet) distance from others
  • Wear a mask or face covering in indoor public spaces and when you can’t keep physical distance
  • Clean your hands often. Use soap and water or an alcohol-based (70-90 per cent) hand sanitizer
  • Avoid touching your face with unwashed hands
  • Cover your cough or sneeze with your elbow or a tissue. Immediately throw the tissue in the garbage and wash your hands.
  • Clean and disinfect frequently touched objects and surfaces
  • Avoid close contact with people who are sick
  • Stay home if you are feeling unwell

In order to slow the spread of COVID-19, Housing and Residence Life will be restricting guest access to buildings for the foreseeable future. Students will be permitted to have two guests assist them with their move in process on their designated move in day. 

At this time, no daytime or overnight guests will be permitted in residence after the student's move in period.

We will continue to review this measure as further public health information is available. Students who have concerns about the guest policy or would like to request an exemption for essential guests or visitors are encouraged to connect with the Housing office.

Yes, Ryerson has developed a mask policy, please review the details of the policy here. Students and staff are required to wear a face covering in all public spaces and common spaces such as hallways, lounges, kitchens, laundry rooms, elevators. Students are not required to wear a mask in their assigned room. Visitors to the Housing office will be required to wear a mask.

Dine-in and take-out meal service will be available at Pitman Dining Hall seven days a week for students living in residence. Food Services has implemented several changes to keep dining hall guests and staff safe while still accommodating diverse dietary considerations. Meal plan holders must swipe their OneCard to enter.

All other dining halls and campus eateries will be closed until further notice. As Ryerson continues to plan for a gradual reopening of campus, more Food Services locations may be reopened at a future date. Keep up-to-date on the Food Services webpage.

If students have COVID-19 symptoms or have been exposed to COVID-19, they must inform Housing and Residence Life at 1-888-960-1191 right away. This hotline is monitored 24 hours a day, 7 days a week. Students should also complete the Ministry of Health’s self-assessment, external link to determine if they need to get tested. 

When would Housing and Residence Life inform residents about positive cases in residence?

When a positive case of an individual who has been on campus is reported, Ryerson University tracks, monitors and assesses the risks to community members for each case, to prevent any potential spread of COVID-19. 

If an individual tests positive for COVID-19 and public health agencies advise that there is a possible exposure risk for members of the Ryerson community, those impacted will be contacted by the university and advised on what precautions must be taken.

Residence students would be advised of a positive case if an individual case investigation confirmed that other students may have been exposed to the infected student. Criteria such as mask wearing, social distancing and shared spaces as well as advice from Toronto Public Health would be considered in identifying who may be at risk.                          

Based on current public health recommendations, a confirmation of a positive test within a classroom or on campus activity does not automatically indicate other individuals in the same space were at risk of exposure to COVID-19.
