Behind the scorecard: An expert review of the MIPEX report on Canada’s immigrant integration policies

In fall 2020, the Government of Canada unveiled an ambitious plan to increase immigration to help drive economic recovery over the near term.  For the strategy to be successful, immigrants need to be effectively welcomed into Canadian society – and that includes the opportunities they find available in employment, education, health services and much more.

A new scorecard from the Migrant Integration Policy Index (MIPEX) was released on Dec. 9, 2020, providing an assessment of how well Canada’s policies support immigrant integration and how well Canada performs in the international context. The index makes possible comparisons across 52 countries from five continents: Europe, Asia, North and South America and Oceania.  

Data shows that Canada’s performance has changed since 2010 when MIPEX first began tracking Canada's performance. While Canada has consistently demonstrated it is a strong immigrant destination country, Canada’s performance along different categories point to areas that need the attention of policy-makers.

About the 5th edition of the Migrant Integration Policy Index (MIPEX)

MIPEX is produced by the Migration Policy Group (MPG) and the CIDOB (Barcelona Centre for International Affairs). MIPEX2020 covers the period 2014-2019 and measures policies to integrate migrants in 52 countries across five continents: Europe, Asia, North and South America and Oceania. The index is a comprehensive tool whose data and information can be used to base policies, proposals for change and projects to achieve equality in countries. The different indicators create a multi-dimensional picture of migrants’ opportunities to participate in society based on eight areas: labour market, education, family reunion, political participation, permanent residence, access to nationality, anti-discrimination and health. MIPEX has been widely used by policy-makers, NGOs and researchers and it has been cited in more than 4,600 documents.  More information can be found on the MIPEX website. (external link)
